The Information Technology Department of Jiangxi Province, as a part of the provincial government aimed at informationizing the national economy and social service, was founded in the reform of state organizations in 2000, which is mainly in charge of the manufacturing industry for digital and information products, the service industry for communications and information, and the software industry.
(Ⅰ) Its chief functions as follows:
1. Carrying out laws and regulations about information
Technology; drafting and undertaking regional regulations; being responsible to enforce laws and supervise the enforcement.
2. Coordinating and managing the programme of networks for public communications, broadcasting, and specialized communications.
3. Organizing and carrying out technological policies, systems and standards meanwhile producing regional tech-policies and standards.
4. Managing and monitoring radio services, examining and approving the radio stations, organizing the execution of radio managing system, coordinating affairs about radio interference, keeping a good order for radio waves, and directly managing the work of divisions in each district and region with accordance to laws.
5. Supervising the markets of digital and software products, and services for communications and information; monitoring the products and services with regard to quality; protecting the proper order and fair competition in the market.
6. Instructing and cultivating the development of information technology industry, directing restructuring the industry、products and enterprises; supervising the reorganization of state-owned enterprises and foundation of enterprise group; coordinating the constructions of major projects; optimizing the allocation of resources.
7. Promoting the research and development of information technology industry in jiangxi; organizing the breakthrough of major projects and digestion 、absorption and innovation of imported technology in order to industrialize the achievements attained by scientific researches.
8. Studying and drafting the plans for informationization of the provincially national economy and social services; studying and making the informationized equipments policies together with the sectors involved; organizing and coordinating the construction of provincially key information system; instructing and coordinating the development and application of information resources as well as the popularized education concerning the informationization and the spread and application of electronical information technology.
(Ⅱ) The functions of vocational sections:
1.The Office of Comprehensive Plans: studying and drafting the middle or long term development strategies for the manufacturing industry for digital and information products, the service industry for communications and information, and the software industry; in charge of improving the technology and optimizing allocation of resources; instructing some work such as the introduction of technology, use of foreign capital and joint missions; the technological cooperation and communication with foreign countries; running for the annual plan; spreading the vocational information and undertaking the statistical work.
2.The Office of Science and Technology: tracing and studying the development tendency of information technology at home and broad; drafting the development plan and tech-polices of vocational science and technology; studying and drafting the polices and measures of the manufacturing industry for digital and information products, and the software industry; instructing the restructuring of products; organizing the breakthrough of major projects in order to industrialize the achievements attained by scientific researches; promoting the technological innovation and new products development in enterprises; coordinating and boosting the provincial development of software industry; supervising and monitoring the quality of digital products, and tech-standard、counting and intelligence of information technology; developing digital products and quality-guaranteed system in militant industry; instructing the protection of intellectual property rights and universal application of information technology.
3.The Office of Radio Management: studying and drafting the programme of the provincial radio frequency range and radio management; properly develop and apply the resources of radio frequency range; dispatching and running radio frequency resources; Managing and monitoring radio services, organizing the execution of radio managing system, coordinating affairs about radio interference, keeping a good order for radio waves, and directly instructing the work of divisions and radio monitoring stations in each district and region with accordance to laws.
4.The Office of Promoting Informationization: Studying and drafting the plans for informationization of the provincially national economy and social services; instructing the informationization for national economy in all districts and fields; coordinating owners to advance the major digital projects; studying and drafting the development policies and measures for information resources; directing and coordinating the development of information resources and security technology; organizing and coordinating the information security work on the provincial computer network and internet; promoting the popularized education and publicization concerning the informationization.
5.The Office of Network and Communication Management: in charge of making overall planning and vocational management of network construction; coordinating the constructions of basic telecommunication network、computer network、broadcasting network and sorts of specialized networks; macro-managing the construction markets of communication and information ; carrying out and monitoring the national standards and designing principles; drafting and undertaking the tech-system standards for public telecommunication network and coding program for network; formulating the tech-system and standards for broadcasting transmitting network; monitoring the service quality of telecom and information service industry; inspecting and punishing the actions against vocational regulations so as to standardize market moves and protect fair competitions; coordinating the ties among sorts of communication and information service enterprises and those between public and specialized networks; organizing and coordinating the special-purpose network for the Party and government with the networks for emergent communications in disaster-aid and for other important purposes. |
